Abstract

In 1982, Leonel Brizola was elected governor of the State of Rio de Janeiro. When he was sworn in in 1983, he started an impacting policy in education: the creation of the Centros Integrados de Educação Pública, the CIEP's. Studying Brizola's role in the formulation of the program, its impacts and questionings, is the main axis of this article. To this end, the article will be structured as follows: The resumption of democratization in the country and the context of the 1982 elections. Highlighting the impact on the process of political opening the meaning of Brizola's victory. The role of Rio de Janeiro as an important center for the diffusion of educational projects throughout the history of Brazil. Understand how the Brizola government sought not only to retake the leading role of Rio de Janeiro, but also to put the importance of public education back on the political agenda. The construction of the program and its receptivity will be the last axis of analysis in the article.
