Institutional Formats and Political Action Patterns of Subnational Industry Federations in 30 Years of Redemocratisation (1988-2018)

This article analyzes the patterns of monitoring of the legislative process carried out by the subnational Federações da Indústria (Industry Federations), seeking to identify the changes in their institutional formats in the years following the redemocratization. In view of the quality of the internal organization of these entities it evaluates a process of political professionalization, defined by the systematicity, rootedness and transparency of their actions. In view of this, the internal organization of the Federations was verified, evaluating their follow-up structure and not the "success" of their positioning in relation to the legislative. In addition to the description of the organization and the trajectories of the subnational Federações da Indústria, five of them were emphasized, one per region of the country, in order to examine their patterns of accompaniment. A research is presented in which an attempt was made to describe comparatively the organization for the follow-up of the subnational legislative process, defining their patterns of action. The hypothesis suggests that there was a process of political professionalization of the Federações in the years after the redemocratization, which, through this evaluation, can be verified, although in a non-homogeneous way. Thus, if the hypothesis is confirmed, at least in part, it points to the need for a more careful evaluation of the causes of the changes in their institutional formats.
