SOCIAL AND NET INCOME PER CAPITA ASSISTANCE: ANALYSIS IN MUNICIPALITIES OF MINAS GERAIS

After 25 years of the Constitution, the social welfare policy has consistently established
itself as the State's duty and right to those who need it. In turn, the political and
administrative decentralization has increased the importance and involvement of
municipalities in financing this sector. In this sense, the objective of this study is to
analyze the association between funding of social care policy in 2010 and the per capita
net income of 40 counties included the Regional Directorate of the State Secretariat of
Social Development (SEDESE) of Muriaé Minas Gerais. This research is classified with
quantitative data approach. Thus, the Index Fund Social Assistance (IFAS) was created
from four variables, where factor analysis was used to build the index through two
strategic factors. The values of IFAS and the per capita net income were qualitatively
categorized into low, medium, high. We used the chi-square test to know the association
between per capita net income and the IFAS. There was the presence of statistically
significant association relationship between these two variables in the cities studied,
where the municipalities with the highest per capita income had higher indices
