No estado de Minas Gerais, foi implementado a partir de 30 de abril de 2020, o programa Minas Consciente, a partir do qual o
governo estadual concedeu um maior poder de decisão aos prefeitos, ao mesmo tempo em que se estabeleceu critérios mais
claros para a adoção de distanciamento social. O programa classifica os municípios em três níveis de risco e para cada
estratificação, recomenda medidas mais ou menos restritivas de modo que, a decisão em seguir ou não, respeita a autonomia
da gestão local

Existe uma lacuna na literatura científica sobre as medidas adotadas pelos municípios do interior do estado de Minas Gerais,
no enfrentamento da pandemia da Covid-19, enquanto há maior clareza sobre as medidas implementadas em níveis
nacionais

e subnacionais nos estados e capitais

. Portanto, este trabalho tem como objetivo analisar o quão restritivas
foram as medidas de distanciamento social adotadas pelos municípios que compõem a área de jurisdição da Superintendência
Regional de Saúde (SRS) de Montes Claros, no Norte de Minas Gerais, através do Índice de Medidas Legais de Distanciamento
Social (IDS).
METODOLOGIA
Trata-se de uma pesquisa documental, retrospectiva, realizada nas páginas digitais oficiais das prefeituras que compõem a área
de abrangência da SRS de Montes Claros. A partir da análise documental pretende-se compreender documentos de forma a
relacioná-los com circunstâncias sociais e econômicas que envolvem determinado fato

A SRS de Montes Claros é a maior das três unidades regionais de saúde que compõem a Região Ampliada de Saúde do Norte de
Minas, sendo composta por 54 municípios organizados em cinco microrregiões de saúde: Montes Claros/Bocaiúva,
Janaúba/Monte Azul, Coração de Jesus, Francisco Sá e Salinas/Taiobeiras

. Esta região é marcada por vulnerabilidades
socioeconômicas e baixos indicadores de desenvolvimento. Os municípios concentram pequena população em grande
extensão territorial, resultando em uma baixa densidade demográfica e grandes distâncias entre os municípios

com o último censo do IBGE

, as cidades desta região são em sua maioria de pequeno porte, sendo que 12 (22,2%) possuem
até 5.000 habitantes, 23 (42,6%) possuem de 5.000 a 10.000 habitantes, seis (11,1%) possuem de 10.000 a 20.000 habitantes,
onze (20,4%) possuem de 25.000 a 50.000 habitantes e apenas duas cidades (3,7%) possuem mais de 50.000 habitantes.
A coleta de dados consistiu no levantamento de instrumentos normativos a nível municipal disponíveis em modo público até o
dia 10 de junho de 2020 nas páginas digitais dos oficiais dos municípios. A fim de se obter maior fidedignidade nos dados,
foram incluídos neste estudo, apenas os municípios que apresentaram as normativas de maneira acessível, organizadas em
campos específicos com normativas dispostas na íntegra. As buscas e a coleta dos dados foram realizadas por dois
pesquisadores independentes e as divergências foram resolvidas por um terceiro pesquisador. Foram acessados todos os
dispositivos legais relacionados ao tema “coronavírus”, publicados nas páginas digitais oficiais das prefeituras. Após a leitura na
íntegra destes documentos, foram identificados aqueles que disciplinaram os aspectos utilizados para o cálculo do Índice de
Medidas Legais de Distanciamento Social elaborado por Moraes

Este índice composto mede o quão restritivas são as medidas legais de distanciamento social. Para calcular o índice neste
estudo, foram atribuídos os valores 2, 1 ou 0 conforme a suspensão ou restrição de cinco variáveis, as quais consideram: 1) se a
realização de eventos, assim como o funcionamento de estabelecimentos culturais, esportivos ou religiosos, foi suspensa; 2) se
as atividades de bares, restaurantes e similares foram suspensas; 3) se as atividades de estabelecimentos comerciais e de
serviços em geral (exceto os essenciais) foram suspensas; 4) se as aulas foram suspensas; 5) se foram introduzidas restrições ao
transporte de passageiros. Quando a restrição ou suspensão se apresentasse de forma total, foi atribuído o valor 2, quando
parcial, o valor 1, e quando inexistente foi atribuído o valor 0. Como a soma dos valores variava entre 0 e 12, assim como no
estudo de Moraes

, os valores do índice foram ajustados para uma escala mais intuitiva, variando entre 0 e 10, sendo que o
valor 10 representou os casos de maiores restrições.
